cameramanager.prop.ScintillationScale says how much the stars should scintillate. A higher value results in more scintillation.
stars.prop.ForceScintillation tells Uniview to always scintillate stars even if the camera isn't close to the earth. A higher value results in more scintillation. Settings this to a value other than 0 will override the the ScintillationScale above.
I found the following commands in the Run-Time command syntax, but could use a little more information about how to use them.
stars.prop.
